TOI had reported in its edition on August 14 that apart from Muzaffarpur shelter home, where 34 inmates were raped, TISS had identified 14 other shelter homes across the state where sexual and physical abuse was rampant. The TISS report, a copy of which is with TOI, points out that several centres had toilets without doors and their staff shared among themselves extremely sensitive information about the inmates.
While some of the girls brought to the shelter homes were rape survivors, others were either sexually abused or those who had run away from home. The TISS reported pointed out that some of the buildings where the shelter homes are located are in a dilapidated condition.
Poor hygiene and sanitation are other problems. In its conclusion, it finds the functioning of most of the 110 shelter homes and institutions it surveyed far from satisfactory.
